Strategic advising for campaigns and advocacy organizations
I work with progressive advocacy organizations and Democratic campaigns to develop and align strategy, messaging, and operations to win.
Over the past 25 years, I’ve led national electoral, legislative, and issue campaigns, managed complex multimillion-dollar budgets, and built high-performing teams. I have a proven track record of scaling grassroots operations, integrating data, messaging, and communications to drive strategy, and delivering legislative and electoral wins.
HOW I WORK
You’re making decisions while the work is already underway.
Priorities compete. Time is limited. The path forward isn’t always clear.
I work with senior leaders and their teams in those moments.
When you’re:
starting a new campaign or entering a new cycle
reworking strategy after things have drifted
investing in messaging and research
scaling a program across states or constituencies
We define the path forward and make sure it holds up once the work starts.
WHAT I DO
-
You need a clear plan for where to compete, who to reach, and how to use your resources.
I work with you to define that path so your campaign or organization stays focused and coordinated.
What this looks like:
Developing strategy for winning electoral, legislative, or issue campaigns
Setting priorities—target states, districts, and audiences
Establishing goals and a roadmap to reach them
Aligning field, digital, communications, and paid media into one plan
Aligning c3, c4, PAC, and super PAC efforts toward shared objectives
Developing a narrative that holds over the course of a campaign
Assessing what worked and what didn’t after the campaign
Relevant Experience:
I directed national electoral, legislative, and issue campaigns reaching millions of voters across battleground states and districts in every region of the country.
I led multi-state campaigns across 20+ states for national organizations.
I have on-the-ground campaign leadership experience in more than a dozen states.
-
You need research that helps you make decisions or messaging that persuades key audiences.
I help lead the development of research and messaging programs from an initial landscape audit to research design to testing and rollout.
What this looks like:
Developing and refining your message and overall narrative
Designing polling and research that test what matters
Identifying priority audiences and how to reach them
Turning research, polling, and analytics into clear guidance
Building messaging frameworks teams and partners can use
Briefing leadership on what the research means and how to act on it
Relevant Experience:
I led several multi-year messaging research initiatives shaping national strategy and informing more than 100 national or state organizations and campaigns.
-
You need to decide where to invest your time and money—and where not to.
I help you use data to set priorities and make those decisions.
What this looks like:
Assessing the political and messaging landscape you’re operating in
Identifying priority states, audiences, and issues
Developing targeting strategies at the macro and micro level
Prioritizing tactics and investments based on data
Bringing together polling, analytics, and program data to provide strategic guidance
Tracking performance and adjusting as the work unfolds
Reviewing results after the campaign to assess and inform what comes next
Relevant Experience:
I directed targeting strategy for national and statewide organizations running multi-million dollar voter contact or constituent mobilization programs.
I advised senior stakeholders using data-driven analysis to prioritize investments and shape campaign strategy.
-
You need to allocate resources in a way that is both effective and compliant.
I work with you to build budgets and systems that support your strategy and meet compliance requirements across c3, c4, PAC, and super PAC entities.
What this looks like:
Developing budgets tied to strategic priorities
Making tradeoffs across programs and geographies
Structuring resources across c3, c4, PAC, and super PAC entities
Setting up oversight and reporting processes
Ensuring compliance requirements are met
Relevant Experience:
I managed complex multimillion-dollar budgets across multiple entities with strict compliance requirements.
-
You need materials that are clear, persuasive, and aligned with your strategy.

What this looks like:
Writing strategic plans, memos, and campaign documents
Developing messaging decks and research summaries
Preparing donor briefings and fundraising materials
Drafting speeches, talking points, and public communications
Supporting internal communications to keep teams aligned
-
You need programs that are not just well-designed, but able to run and grow.
I help you build the structure, systems, and plans needed to execute at scale.
What this looks like:
Designing program structure, staffing, and infrastructure
Building plans, timelines, and reporting systems
Scaling field and grassroots programs across states or regions
Identifying operational gaps and fixing them
Aligning resources with program needs
Relevant Experience:
I led large grassroots expansions at national organizations, modernizing engagement systems, and scaling operations to drive electoral and policy wins.

Defining coalition structure and decision-making processes
Aligning partners around shared priorities and strategy
Coordinating stakeholder engagement (national/state orgs, labor, advocacy groups)
Facilitating conversations to resolve differences and move work forward
Supporting ongoing collaboration across partners

ABOUT GEOFF WETROSKY
I’ve spent more than two decades working in electoral campaigns and national advocacy organizations.
At the Human Rights Campaign, I led national electoral and legislative programs, including work across battleground states and policy fights at every level of government. Before that, I managed national and multi-state campaigns at the AFL-CIO and worked on presidential, congressional, and statewide races in blue, purple, and red states.
Most of my work has involved leading and coordinating across teams—field, communications, digital, research, and development—and across partners. It’s fast-moving work. There’s rarely much time to step back and reassess.
That’s where I come in now.
I work with clients to step back, make decisions, and move forward with a plan that fits how campaigns actually operate.
what sets my work apart
Strategy tied to execution
Plans only matter if teams can implement them.
I help you get clear on priorities, tradeoffs, and where to invest so the work actually gets done.
Experience running complex programs
I’ve led national electoral and advocacy campaigns, managed multimillion-dollar budgets, and built teams delivering across states.
I know where plans tend to break down—and how to adjust before they do.
Alignment across teams
The strongest campaigns are the ones where teams, partners, and leadership are moving together.
I help you clarify priorities, surface tradeoffs, and align stakeholders around a shared plan—especially when the work is moving quickly or stakes are high.
Let’s CONNECT
I work with a limited number of clients at a time to ensure focused, high-impact engagement.
If you’re navigating a high-stakes campaign, strategic inflection point, or organizational transition, I’d welcome a conversation.
